asked Her Majesty's Government:

Whether it is their view that a 500 metre safety zone set up round an installation at sea may only be drawn from the edge of the installation on the surface of the sea, or whether they believe that it may equally be drawn from farther flung points of the installations below the water line or on the seabed, including, specifically, mooring cables.

Under the Convention on the Continental Shelf, the 500 metre safety zone may be measured from each point of the outer edge of an installation established for the exploration and exploitation of the natural resources of the Continental Shelf. This rule is not limited to those points of an installation which are on the water line.
