asked Her Majesty's Government:

Whether:

  1. (i) they investigated the accident involving a cattle truck on the M.4 169 on 13th December 1978 when 20 cows were killed and 100 Surviving cattle strayed on to the motorway; and
  2. (ii) whether any proceedings are being taken in respect of alleged breaches of the relevant Acts of Parliament.

The accident was investigated by the police, who decided not to take proceedings. As there was no reason to believe that the accident involved any contravention of the regulations governing the welfare of animals in transit, neither the Ministry of Agriculture, Fisheries and Food nor the local authority investigated the accident.
