asked Her Majesty's Government:

Whether they will, in future, publish in the Official Report the complete communiqué issued at the conclusion of meetings of the European Council together with the text used by its president at any subsequent Press conference.

Lord GORONWY-ROBERTS

The European Council does not issue a formally agreed communiqué or statement. Any notes used by the Presidency at a subsequent Press conference do not commit the Council in detail and are not always suitable for publication in theOfficial Report. But my right honourable friend the Prime Minister has invariably reported fully in another place on the results of the Council. His report is, with the leave of the House, also repeated to your Lordships.

Whether they will list the form and length of statements made by other Community heads of State or of Governments to their respective national Parliaments following the last seven meetings of the European Council, and whether they will indicate in each case the relationship, including completeness, of those statements to any communiqué issued.

Reports on European Councils which may have been made by other Community heads of State or of Government to their respective national Parliaments are not readily available. A comparison of the kind suggested by the noble Baroness would not be possible since there is no formally agreed communiqué.
