asked Her Majesty's Government:

Whether they will waive the £11 fee payable for the issue of a Convention Travel Document in respect of any refugee who is not in gainful employment.

It is general Government policy to set fees and charges at a level which is designed to recover the costs involved and no more. My right honourable friend has no proposals for waiving the fee for Convention Travel Documents.
