§ Mr. Higginsasked the Chancellor of the Exchequer if he will indicate, pursuant to his statement on the debate on the economy, Official Report, 25th July, c. 1501–2, by what means the Government propose to limit wages council pay awards in excess of the Government's pay guidelines in view of the inability of the Government to secure such limitation in phase 3 of the pay policy.
§ Mr. Joel BarnettThe special provision for the lowest paid to which my right hon. Friend referred will enable wages councils to increase minimum rates for those concerned by more than 5 per cent. without breaching the guidelines. The Government expect that wages councils will frame their awards in the coming round accordingly.
