asked the Secretary of State for the Home Department whether he will reconsider his decision about the staff of Winchester Prison arranging a prison dog display at the Combined Cadet Force tattoo, in view of the fact that the officers concerned have agreed to provide their services free so that there will be no public expenditure involved.

The decision of the Department relates only to official sponsorship. Subject to acceptable arrangements being made locally to safeguard the minimum operational needs of the prison, officers, with their dogs, would, of course, be free to attend in their own time and at no cost to public funds.
