asked Her Majesty's Government:

Whether they are genuinely satisfied with the need to increase certain navigation service charges payable in respect of transatlantic flights as provided for by the Civil Aviation (Joint Financing) (Fifth Amendment) Regulations 1977 (1977 S.I. No. 2033); and why it was not possible to have the regulations properly printed before they were laid before Parliament.

Yes. The rate of charge, which is intended to recover 50 per cent. of the cost in 1976 of the services provided, is determined by the International Civil Aviation Organisation. The regulations have to be effective from 1st January 1978, and must be laid before Parliament 21 days beforehand. It was unfortunately not possible to have them printed in the usual way in time.
