HL Deb 06 December 1977 vol 387 cc1603-4WA
Lord AVEBURY

asked Her Majesty's Government:

What information has been received by the Foreign and Commonwealth Office concerning the cases of Ana Gonzalez, Gabriela Bravo and Hilda Ortiz, who were expelled from Pudatuel Airport, Santiago, to Argentina on 23 rd November, as witnessed by the Head of Chancery at the British Embassy in Santiago; and whether they will instruct the United Kingdom's delegate at the United Nations to protest about this fresh violation of civil and political rights by the Chilean Junta in the debate on Chile which is to take place shortly in the General Assembly.

Lord GORONWY-ROBERTS

The three Chilean citizens referred to, relatives of missing persons believed to be the victims of undisclosed and illegal detentions, were refused entry to Chile on their return from the United Nations under the terms of a decree law applied by the regime against those who allegedly detract from the good name of Chile or engage in activities prejudicial to national security. They returned to the United States via Buenos Aires. Her Majesty's Government deplore this new affront to human rights by the ruling military Junta in Chile. Intervention by the United Kingdom in the debate on human rights in Chile at the United Nations General Assembly was covered by an agreed joint statement delivered by the Belgian Presidency on behalf of all Member States of the EEC. This statement condemned the practice of unacknowledged arrests and the disappearance of the victims, but was prepared for delivery before the expulsion incident took place.
