asked the Secretary of State for Transport whether he will reconsider his refusal to issue a vehicle trade licence to Messrs. Link Electronics Limited of North Way, Andover (reference POLV/VPS/5/4/120), observing the important export orders involved.

The decision has been reviewed. It appears that the firm cannot be described as either motor traders or vehicle testers. Given the provisions of Section 16 of the Vehicles (Excise) Act 1971, the Secretary of State therefore has no power to issue it a trade licence. I do not see that the absence of a trade licence need impede the firm's export work.
