Whether local authorities can apply for an intermediate grant in respect of roof insulation when a dwelling already has the other eleven standard amenities.

Intermediate grants are not paid to local authorities. The cost of roof insulation for council dwellings qualifies for Exchequer subsidy where it forms part of a comprehensive improvement scheme, or where it is provided for elderly or disabled occupants.
