asked Her Majesty's Government:

Whether, in view of the fact that the sphere of interest of British Caledonian Airways (as defined in Annex A of Future Civil Aviation Policy (Cmnd 6400) includes some of the poorest countries of the world, they consider that there are strong grounds for dealing with the "direct route to Atlanta and for Houston in the United States of America" outside the mainstream of the formal renegotiation of the Bermuda Agreement.

If we are to ensure that British Caledonian will be able to operate this service profitably, several provisions of the Bermuda Agreement must be changed and, in the Government's view, this is best done by negotiating a new agreement.
