Mr. Penhaligon

asked the Secretary of State for the Environment (1) what steps have been taken by the local authorities under the Chronically Sick and Disabled Persons Act 1970 to introduce special toilet facilities in their areas for disabled people.

(2) if he will list in the OFFICIAL REPORT those local authorities that have not yet provided special toilet facilities for disabled people.

It is for local authorities themselves to decide what steps to take to carry out the requirement to make provision, so far as it is reasonable and practicable, for disabled people when providing public lavatories, and I have no information about any who have not done so. The hon. Member may like to know that the Central Council for the Disabled will be publishing next spring a revised version of its handbook on public lavatories suitable for the disabled.
