§ Mr. Robert C. BrownProvision for ordinary heating requirements is included in the supplementary benefit scale rates approved by Parliament. In April 1974, 605,000 recipients of benefit were receiving extra heating additions payable under the commission's discretionary power to give additional help where there are exceptional circumstances.
