asked the Secretary of State for Scotland what is the guidance he gives to local authorities on the provision of housing for handicapped persons in each new housing development and in numbers adequate to the need.

The attention of local authorities was drawn to their various obligations under the Chronically Sick and Disabled Persons Act 1970 shortly after its enactment. They were reminded in a circular issued in March 1972 about the requirement placed on them by Section 3 of the Act to have regard to the special housing needs of the disabled in their areas. I am at present considering the issue of further guidance on this matter.

Housing association expenditure approved for subsidy purposes takes account of special facilities provided for handicapped persons.
