§ 78. Mr. Ashtonasked the Secretary of State for Social Services if he will list the statutory provisions under which local authorities are enabled to provide free television licences for pensioners out of the rates.
§ Mr. AlisonLocal authorities which are social service authorities within the meaning of the Local Authority Social Services Act 1970 have powers under Section 45 of the Health Services and Public Health Act 1968 in relation to elderly persons and under Section 2 of the Chronically Sick and Disabled Persons Act 1970 in relation to handicapped persons, including those who are elderly.
