Mr. Bishop

asked the Secretary of State for the Environment what action he is taking to ensure that local authorities and other bodies facilitate the design and use of public buildings to suit the needs of the mentally and physically disabled.

Circular MHLG 65/70 drew the attention of local authorities to the provisions about access to and facilities within buildings for the disabled in the Chronically Sick and Disabled Per sons Act 1970, and to the design advice then available. Local authorities were asked to inform developers of the pro visions. The Department is in touch with the Central Council for the Disabled about design advice to be incorporated in a further circular.
