Mr. David Steel

asked the Secretary of State for Employment (1) if he will take steps designed to ensure that employees who are not members of unions are afforded an adequate measure of consultation in British industry;

(2) if he will seek to amend the Industrial Relations Act to establish works councils.

Mr. Chichester-Clark

The Government are considering all aspects of employee participation, including the nature and scope of joint consultative arrangements. No decision has yet been reached about possible legislation.
