asked Her Majesty's Government when they expect that the first house will be completed on the 140 acres of former dockland, identified as being immediately available for housing in the recent Dockland Study; and what steps they are taking to avoid delays in starting construction.

This is primarily a matter for the Greater London Council and the borough councils concerned. It is too early to give precise dates for completion but I understand that layout plans are being prepared. The Department of the Environment is keeping in close touch with the councils concerned to ensure that the planning procedures are complied with expeditiously in order that the construction of the houses should begin as soon as possible.
