§ Mr. Arthur Lewisasked the Secretary of State for the Environment in view of the fact that a motorist found stopping at a defective red traffic signal may not be able to proceed or reverse without the possibility of committing a traffic offence, whether he will introduce legislation to permit a motorist to treat a red traffic light signal which can be proved defective as if it were a stop or give way signal.
