Mr. Arthur Lewis

asked the Secretary of State for Foreign and Commonwealth Affairs whether he will make a statement on his discussions during the week commencing Monday, 20th March, with the Foreign Ministers of the Six and the other three applicants for membership of the Common Market; and to what extent he has discussed the green card system on the insurance of motor vehicles within the Six and the proposed Ten.

My discussions on 20th March with the Foreign Ministers of the Six and the other applicants for membership of the European Communities were concerned with arrangements for the meeting of Heads of Government of the Ten that will take place later in the year. I did not discuss other topics.

Under the arrangements we have agreed with the Community for consultation on draft measures during the interim period between signature and accession, we have transmitted our views on the Community's draft directive on motor vehicle insurance to the Community, and are currently consulting with it.
