§ Mr. Arthur Lewisasked the Secretary of State for Foreign and Commonwealth Affairs whether he will make a statement on Her Majesty's Government's policy on the official proposals made by the Commission President Sicco Mansholt that complete economic and monetary union, political union and direct election to the European Parliament should be attained by 1980.

Her Majesty's Government's policy on political union remains that set out in paragraphs 26–33 of Command 4715. On 23rd November last my right hon.
