Mr. Golding

asked the Secretary of State for Employment whether he will state what progress has been made towards the implementation of Section 16 of the Chronically Sick and Disabled Persons Act, 1970, which is concerned with the duties of the National Advisory Council established under Section 17(1)(a) of the Disabled Persons (Employment) Act, 1944.

Under Section 17(1)(a) of that Act, a National Advisory Council was set up with the duty of advising and assisting the Secretary of State in matters relating to the employment and training of disabled people. From its inception, the National Advisory Council has always construed its duty as including the giving of advice about the training of persons concerned with the placing and training of disabled workers, as spelt out in Section 16 of the Chronically Sick and Disabled Persons Act, 1970.

asked the Secretary of State for Employment whether he will state what progress has been made towards the implementation of Section 13(1) of the Chronically Sick and Disabled persons Act, 1970, which provides for the inclusion of at least one person

asked the Secretary of State for Employment whether he will state what progress has been made towards the implementation of Section 13(2) of the Chronically Sick and Disabled Persons Act, 1970, which provides for the appointment of a person with experience of disability on the National Youth Employment Council.

Mr. Dudley Smith

The term of office of the present National Youth Employment Council expires on 31st March and my right hon. Friend will pay due regard to Section 13(2) in making appointments to the next council.
