§ Mrs. Shirley WilliamsThe Advisory Council on the Penal System is exploring alternatives to imprisonment for both men and women offenders, and I hope that some of its recommendations may have a particular application to women. The Council has not had discussions with women's organisations, but any proposals put forward will be carefully considered.
