§ The Prime MinisterI assume that my hon. Friend is referring to my speech at the Ceremony held at the Banqueting House on 5th May to mark the Twentieth Anniversary of the signature of the Statute of the Council of Europe. A copy of the speech was placed in the Library on 6th May.
