44. Mr. Hooley

asked the Secretary of State for Education and Science what steps he is taking to bring the contents of Circular 14/67 to the attention of all overseas students as defined in that Circular, so that they may be fully aware of their right to a limitation of fee increase for their courses.

Mrs. Shirley Williams

The guidance given to Local Education Authorities in Administrative Memorandum 14/67 has been made widely available to bodies both in this country and abroad concerned with the education of overseas students. It has also received wide Press publicity.

45. Mr. Hooley

asked the Secretary of State for Education and Science if he will now ask universities and local authorities what funds they are setting aside to mitigate the hardship which will be caused to overseas students, as defined on Circular 14/67, by the increased fees which they will be required to pay from October, 1967, onwards.
