asked Her Majesty's Government:

"To confirm that the date to be used, in determining if an overseas student is exempt from the payment of the increased fees under any of the provisions of Appendix A of the Department of Education and Science Administrative Memorandum 14/67, is—as stated in a Written Answer in another place on 20th January—the date on which the 1967–68 session begins in each of the universities, colleges or establishments of further education concerned."

The date in question is the date a course is, or was, due to begin. I suggest the noble Lord should write to my right honourable friend the Secretary of State for Education and Science about any individual case of difficulty on the interpretation of this phrase.
