asked Her Majesty's Government:

With regard to the figures published as to subventions and/or advances to African "emergent" countries in 1963–64 and 1964–65, what amount is understood to have been expended on African education; also in the same period what, if any, subvention or advance has been made to Rhodesia, and what expenditure is recorded as having been for education of Africans.

The information requested in the first part of the Question is not readily available, but I will write to the noble Lord as soon as possible.

On the second part of the Question I will with permission provide the figures for calendar years instead of financial years. Apart from assistance given to the Central African Federation, Rhodesia has received financial aid and technical assistance amounting to nearly £4 million in 1963 and about £2 million in each of the years 1964 and 1965. Included in these amounts were £355,000 to assist with the programme for African education as part of a loan for general development in 1963, together with the following grants to the University College, Salisbury, which provides higher education to persons of all races:—

In addition it is estimated that technical assistance in the field of education amounted to £18,000, £21,500 and £31,700 respectively in the three years.
