Mr. Brooksasked the Secretary of State for Education and Science whether he is aware that Mr. John Fairbrother, who was appointed head of department for chemistry at the Wallasey High School in September, 1965, is being paid a Grade A allowance despite the assurance given to him on appointment that subject to a satisfactory report from his head teacher he would be placed on the Grade B allowance at the end of 12 months' teaching; to what extent the prices and incomes policy is intended by Her Majesty's Government to apply to cases of this sort; and if he will make a statement.
§ Mrs. Shirley WilliamsThe grading of a head of department post is a matter in the discretion of a local education authority. In exercising this discretion at the present time authorities have been asked to pay regard to the incomes restraint policy and to satisfy themselves that any increase is justified by the level of work or responsibility. In this case the County Borough of Wallasey decided to postpone the re-grading of the post until after the period of severe restraint. I have no reason to question this decision.
