asked the Secretary of State for Scotland if he is aware that no approvals appear to be being given of grants for grain dryers; and if it is his policy to hold up such grants.

Yes, because at present I have no statutory authority to pay grants. Such authority is being sought in the Agriculture Bill and pending enactment of that Bill authority is also being sought to pay grants under the Summer Appropriation Act. Meantime all we can do if a project seems likely to qualify is to authorise a start of work and this we are doing.
