asked the Prime Minister if he will give a schedule of the types of statutory provision which provide legislative machinery for the hearing of causes of complaint by independent tribunals or other authorities.

The Prime Minister

The following is the schedule. It does not include references to certain obsolescent bodies or to courts of law.

Agriculture

  1. (a) Agricultural Land Tribunals established under Section 73 of the Agriculture Act, 1947.
  2. (b) Arbitrators appointed under the Sixth Schedule to the Agricultural Holdings Act, 1948.
  3. (c) Arbiters appointed (otherwise than by agreement) under Section 77, or the Sixth Schedule to, the Agricultural Holdings (Scotland) Act, 1949.

Air Transport

  1. (a) The Air Transport Licensing Board established under Section 1 of the Civil Aviation (Licensing) Act, 1960.
  2. 124
  3. (b) Persons appointed under paragraph 7 of Article 3A of the Air Navigation Order, 1960 (as amended by the Air Navigation (Amendment) Order, 1960) for the purpose of hearing appeals from the Director of Aviation Safety.

Betting Levy Appeal Tribunals for England and Wales and for Scotland established under Section 29 of the Betting, Gaming and Lotteries Act. 1963.

Children's voluntary homes Appeal Tribunals under Section 30 and Part I of the First Schedule to the Children Act, 1948.

Compensation for loss of office or employment, and pensions Referees and boards of referees constituted under—

  1. (a) Section 37 of the Coal Industry Nationalisation Act, 1946.
  2. (b) Section 67 of the National Insurance Act, 1946.
  3. (c) Sections 68, 11(9) or 31(5) of the National Health Service Act, 1946.
  4. (d) Section 67 of the National Health Service (Scotland) Act, 1947.
  5. (e) The Fifth Schedule of the Fire Services Act, 1947.
  6. (f) Part VII of the Transport Act, 1947, and Section 28 of the Transport Act, 1953.
  7. (g) Section 101 of the Town and Country Planning Act, 1947.
  8. (h) Section 54(3) and (5) and Section 55 of the Electricity Act, 1947 and Section 27 of the Electricity Act, 1957.
  9. (i) Section 140 of the Local Government Act, 1948, and any regulations applied by any Local Act.

Crofters The Crofters Commission under Section 1 of the Crafters (Scotland) Act, 1955.

Education Independent Schools Tribunals under Section 72 and the Sixth Schedule to the Education Act, 1944. Independent Schools Tribunals under Section 11 of and the Fifth Schedule to the Education (Scotland) Act, 1946.

Forestry Committees appointed by the Minister of Agriculture or by the Secretary of State for Scotland under Section 7 or Section 8 of the Forestry Act, 1951.

Justices and Clerks Any person appointed under Section 27 of the Administration of Justice Act, 1964, to hear appeals from decisions of magistrates' courts committees relating to the indemnification of justices and their clerks.

Land The Lards Tribunal under Section 1(1)(b) of the Lands Tribunal Act, 1949. Official arbiters appointed under Section 2 of the Land Compensation (Scotland) Act, 1963.

Milk and dairies Tribunals under Part II of the Food and Drugs Act. 1955. Tribunals under, or effectively under, Section 11 of the Milk (Special Designations) Act, 1949.

Mines and Quarries Tribunals under Section 150 of the Mines and Quarries Act, 1954.

National Assistance Appeal Tribunals under the Fifth Schedule to the National Assistance Act, 1948.

National Health Service

  1. (a) Executive Councils under Section 31(1) and (2) of the National Health Service Act, 1946, and joint committees under Section 31(4);
  2. (b) Executive Councils under Section 32(1) and (2) of the National Health Service (Scotland) Act, 1947, and joint committees under Section 32(4).
  3. (c) The Tribunals under Section 42 of the National Health Service Act, 1946, and under Section 43 of the National Health Service (Scotland) Act, 1947.
  4. (d) Service Committees of an Executive Council, constituted in accordance with regulations made under the National Health Service Act, 1946, or under the National Health Service (Scotland) Act, 1947.
  5. (e) The Mental Health Review Tribunals under Section 3 of the Mental Health Act, 1959.

National Insurance

  1. (a) Local tribunals under regulations under Section 43(1) of the National Insurance Act, 1946.
  2. (b) The National Insurance Commissioner, any deputy Commissioner appointed under Section 43(3) of the National Insurance Act, 1946, and any tribunal presided over by the Commissioner or a deputy Commissioner.
  3. (c) An adjudicator appointed under Section 13(3) of the National Insurance Act, 1959.

National Insurance (Industrial Injuries)

  1. (a) Local appeal tribunals under the National Insurance (Industrial Injuries) Act, 1946.
  2. (b) Medical appeal tribunals under the National Insurance (Industrial Injuries) Act, 1946.
  3. (c) The Industrial Injuries Commissioner appointed under Section 42(1) of the National Insurance (Industrial Injuries) Act, 1946, any deputy Commissioners so appointed and any tribunal constituted under regulations tinder Section 42(2)(a) of the Act.

National Service

  1. (a) The Military Service (Hardship) Committees under the Third Schedule to the National Service Act, 1948.
  2. (b) The local tribunals under the Fourth Schedule to the National Service Act, 1948.
  3. (c) The appellate tribunal under the Fourth Schedule to the National Service Act, 1948.
  4. (d) The referees selected under the proviso to Section 23(3) of the National Service Act, 1948.
  5. (e) The Reinstatement Committees appointed under Section 41(1) of the National Service Act, 1948.
  6. (f) The umpire and any deputy umpire appointed under Section 41(4) of the National Service Act, 1948.

Nurses' training institutions Persons nominated under Section 21(2) of the Nurses Act, 1957, or under Section 24(2) of the Nurses (Scotland) Act, 1951.

Patents, designs and trade marks The Comptroller-General of patents, designs, and trade marks, and any officer authorised to perform the functions of the Comptroller under Section 62(3) of the Patents and Designs Act, 1907.

Pensions

  1. (a) Pensions Appeal Tribunals under the Pensions Appeal Tribunals Act, 1943.
  2. (b) Tribunals appointed under Section 1 of the Police Pensions Act, 1948, to hear appeals covered by Section (1) of the Police (Overseas Service) Act, 1945.

Performing Rights The Performing Right Tribunal established under Section 23 of the Copyright Act, 1956.

Plant varieties and seeds The Plant Variety Rights Tribunal and Controller of the Plant Variety Rights Office under Section 12(1) of the Plant Varieties and Seeds Act, 1964.

Prevention of fraud (investments) The tribunal of inquiry constituted under Section 6 of the Prevention of Fraud (Investments) Act, 1958.

Rents Tribunals under Section 1 and the Schedule to the Furnished Houses (Rent Control) Act, 1946, and under Section 1 and the Schedule to the Rent of Furnished Houses Control (Scotland) Act, 1943.

Revenue

  1. (a) The Commissioners for the general purposes of the income tax under Section 1 of the Income Tax Management Act, 1964.
  2. (b) The Commissioners for the special purposes of the Income Tax Acts appointed by or under Section 8 of the Income Tax Act, 1952.
  3. (c) The Board of Referees appointed for the purposes of Section 287 of the Income Tax Act, 1952.
  4. (d) The tribunal constituted under Section 28 of the Finance Act, 1960.
  5. (e) Referees selected for the purposes of Section 33 of the Finance (1909–10) Act, 1910.

Road Traffic

  1. (a) The traffic commissioners for any area appointed under Part III of the Road Traffic Act, 1960, and the traffic commissioner so appointed for the metropolitan traffic area.
  2. (b) The licensing authority for the purposes of Part IV of the Road Traffic Act, 1960.

Transport charges and carriers' licenses The Transport Tribunal under the Tenth Schedule to the Transport Act, 1962.

Wireless telegraphy The tribunal under Section 9 of the Wireless Telegraphy Act, 1949.
