asked the Secretary of State for Foreign Affairs for what reasons he decided the time was not suitable for the establishment of a system of economic aid for Africa along the lines of the Colombo Plan, as suggested at the Ministerial Committee of the Council of Europe in December, 1958.

In its report to the Consultative Assembly last October the Committee of Ministers stated that it had not yet reached a decision concerning the conference on economic development in Africa proposed by the Assembly in Recommendation No. 159. This view was repeated at the joint meeting on the 15th December at which my right hon. and learned Friend presided. It was the agreed view of the Committee of Ministers.
