§ Mr. Simonasked the Prime Minister whether the terms of reference of the Committee on Administrative Law include the review of statutory formulas involving a subjective test for the grounds of the decision of administrative bodies thus precluding an aggrieved citizen from complaining to a court of law that there are no reasonable grounds for the decision.
§ The Prime MinisterAs my hon. and learned Friend knows, it is an important principle that the construction of the terms of reference of a committee is a matter for the committee itself and is not one on which the Government can give instructions. I suggest, therefore, that he addresses his inquiry to the Committee.
