§ Miss HorsbrughThe estimated average cost per pupil on the registers of primary schools maintained by local education authorities in England and Wales in 1953–54 was about £32. I cannot give a corresponding figure for 1938, owing to the changes made by the Education Act, 1944, in the organisation of the public system of education.
