asked the Minister of Housing and Local Government whether he is aware that agreements still exist between property owners and the Central Land Board involving the liability for payment of development charge if there is a change of user; and whether he will make a statement as to his proposals for abolishing this liability.

If my hon. Friend is referring to the arrangements for deferring collection of development charge on farm-workers' cottages, my right hon. Friend can assure him that no attempt will be made to enforce the covenants provided that the buildings were still in use as farm cottages on 17th November last. He proposes formally to terminate the liability in next Session's legislation.
