asked the Secretary or State for Foreign Affairs if he will review the arrangements by which certain Persians obtain free higher education in this country, free travel and gifts of pocket money at the British taxpayers' expense, with a view to seeing that the British taxpayer is relieved of this burden.

There are at present five Persian post-graduate students in this country holding scholarships financed from public funds. The awards are made by the British Council as part of their general scheme for bringing students here from other countries. They cover travel, academic fees, subsistence and books, but no separate provision is made for pocket money. I think it is desirable that a certain number of selected young Persians should pursue their education in this country, learn about it at first-hand, and be able to impart that knowledge to others on their return.
