§ Mr. Rees-WilliamsThis problem has for some time been under consideration in Hong Kong. The physical and other difficulties of preventing an influx of refugees are obvious and it would only add to them if the Governor were asked to disclose any measures he may be able to devise for meeting those difficulties.
