HC Deb 05 August 1943 vol 391 c2479W
Captain Plugge

asked the Home Secretary what percentage of boys subjected to Borstal treatment are, on results, restored to useful citizenship?

Mr. H. Morrison

This Question does not lend itself to precise statistical analysis. Experience shows that about 60 per cent. of persons discharged from Borstal are never reconvicted and that about a quarter of those who are re-convicted do well after receiving a further period of Borstal training. Generally speaking, Borstal training may be regarded as successful in 70 per cent, of cases.
