asked the Parliamentary Secretary to the Ministry of Works and Planning whether the Regulation relating to the carrying out of building work in any one year of no more than £100 refers to a period of 12 calendar months from any 1st January?

No, Sir. The period of 12 months referred to is not reckoned from the 1st January, but from any date on which work is being carried out on the property. Defence Regulation 56A provides that work may not be carried out on a property without a licence if the cost of that work, together with cost of any other work carried out on the property within 12 months before that time, exceeds £100.
