asked the Secretary of State for Foreign Affairs whether he will take up with allied and neutral Governments and with representatives of the free organisations of enemy countries, the possibility of setting up an international commission to study and report upon the question of securing the recognition of some existing or artificial language as the normal medium for international communication, treaties, conventions, etc., and upon the steps which should be taken by individual Governments to render such recognition effective?
