§ Mr. ElliotI understand that the Manchester Corporation have been advised that they would need to obtain special powers from Parliament to enable them to prescribe smokeless zones. Until I have had an opportunity of seeing the proposed clauses in any Bill which the corporation may promote for the purpose, I could not anticipate what advice I should offer to Parliament on such a Bill.
