The Scottish Local Government system is different from that in England and Wales and there are no authorities of the kind referred to in the question. I am, however, sending the hon. Member a list of local authorities who have adopted schemes of rent rebates under Section 47 (5) of the Housing (Scotland) Act, 1935, which empowers local authorities to grant rebates in consideration of the financial circumstances of the tenant.
