asked the Minister of Health whether the inclusion in Clause 13 (2) (ii) of the Railways (Valuation for Rating) Bill of the words to the value for the purposes of a railway undertaking are intended to have a limiting effect upon the discretion of the Railway Assessment Authority in framing the apportionment scheme?

It is intended that the scheme of apportionment contemplated by the Bill should be such as to secure that due regard is had to all material considerations, and I am advised that the discretion of the Railway Assessment Authority in framing a scheme which will fulfil that condition is not limited by the words quoted by my hon. Friend.
