asked the Minister of Labour what steps are taken to make sure that in the transference of miners from distressed areas to employment in other districts persons living in these districts are not left unemployed through the influx of additional labour?

It is not possible to deal adequately with the wide issues raised by this question within the limits of a Parliamentary answer. Generally, the chief safeguard of the interests of local workers is the careful adjustment by the Employment Exchanges of the numbers transferred to the absorptive capacity of the locality.
