asked the Under-Secretary of State for India whether he can state the policy of the Government of India with regard to the development of civil aviation in India; whether steps are being taken to ensure that aerial transport does not fall into the hands of foreign interests; and whether facilities are being afforded to Indians for training as pilots, mechanics, etc.?

The policy of the Government of India with regard to the development of civil aviation is described in a memorandum published last year, of which I am having a copy sent to the hon. Member. Since then a Director of Civil Aviation in India has been appointed, and this officer is actively engaged in preliminary work with a view to the formulation of definite schemes. This policy aims essentially at the objects stated by the hon. Member.
