§ Mr. WALSHNo, Sir. One of the duties that is performed by all officers is the superintendence of the welfare of the rank and file. The existing procedure for the redress of any individual grievance under Section 43 of the Army Act has worked satisfactorily. I am not aware of any dissatisfaction with the procedure, and I see no reason to change the system.
