§ Sir A. HOLBROOKasked the Under-Secretary of State for India whether he will consider, when nominating members to sit on the Royal Commission on the Indian Services, the selection of one member of each service whose grievances are to be inquired into, and that all services shall have equal representation, so that no particular service may Le able to unduly influence the decisions of the Commission to the prejudice of the other services; and, if this cannot be done, will he consider the appointment of a Commission whose members shall not he connected with any of the services?
§ Earl WINTERTONI am afraid that the alternative of letting all or none of the services be represented would result either in a cumbrously large Commission or in a Commission handicapped by the absence of expert knowledge.
