§ Earl WINTERTONThe matter has been under consideration for some time and is still under consideration. I am not aware that the Government of India hold the view indicated in the second part of the question. The matter, I need hardly say, involves many other factors besides those referred to by my hon. and gallant Friend, and His Majesty's Government and the Government of India have to endeavour to give due weight to all of them. I understand that, in any case, the matter would require legislation.
