§ Mr. MONTAGUA despatch containing the final proposals of the Government 1861W of India is now on its way, and in the meantime I have allowed it to be published in advance in India and Burma to elicit public opinion on the proposals. I hope to introduce a Bill this Session I cannot at present indicate an exact date.
