asked the Secretary of State for the Colonies whether the granting of responsible government to the municipalities of Nairobi and Mombasa has yet been considered; if so, what is holding the matter up; and whether he is aware that much cause for complaint in British East Africa would be removed if the municipalities, in question had control of public works and education in their own areas?

Mr. BONAR LAW

The question of giving extended powers to the Municipal Committee in Nairobi and of applying the Municipal Ordinance to Mombasa has, after careful consideration, been deferred until after the War. I have received no representations of the kind indicated in the last part of the question.

asked the Secretary of State for the Colonies whether any and, if so, what steps are being taken to establish representative government, with an official majority, in British East Africa; and will he see, before the representation is finally fixed, that some property or education franchise is granted to Indians, Arabs, and Natives?

The question of introducing some form of elective representation in British East Africa was receiving the consideration of my predecessor, but the outbreak of war made it necessary to postpone the matter, and I fear that it must now stand over until after the conclusion of hostilities. I will see that the suggestion made in the latter part of the question of my hon. Friend is considered.
