My Lords, with leave I should like to say a word about today's debates standing in the names of the noble Lords, Lord Morris of Castle Morris and Lord Carter. Other than the movers, the Front Bench spokesmen and the Ministers replying, other speakers will be limited to eight minutes in the case of the first debate and seven minutes in the case of the second. I should remind your Lordships that if any noble Lord were to speak at greater length, he would be doing so at the expense of subsequent speakers in the debate. I also remind your Lordships that when the digital clock shows seven minutes, the full seven minutes have elapsed and the speaker is already trespassing on the time of others.
